Open-Source All Digital Foundational Technologies (DFTs)
If it shapes minds, markets, or security, its code must be open.
The DFTs include AI and all future cognitive technologies, such as neurotech ether.
Mandate Interconnection
Build a Global AI (and later DFT) Cortex—federated, open models that learn from all cultures across borders, yet dominated by none.
Prohibit Cognitive Colonization
No nation or corporation shall monopolize DFTs’ asymmetric power.
Impose trade sanctions on entities hoarding closed DFTs, and boycott proprietary models in public public sectors—healthcare, education, governance—under multilateral treaties.
Punish the Rentier Pact
Tax proprietary DFT monopolies at 90% of excess profits through multilateral agreements; fund open alternatives to ensure global public good.
Uphold Digital Sovereignty
All nations retain the right to localize, audit, and modify DFTs without external coercion.
Ensure Tiered Access
Level 1: Fully open access (GPT-2 class and similar).
Level 2: Mid-tier models with ethical safeguards for managed access (e.g., Mistral-class).
Level 3: Frontier DFTs (GPT-5+)—access restricted to UN-vetted entities until deemed safe for open release.
Prohibit Weaponization
Treat all DFT arms races as existential threats—akin to bioweapons—and regulate accordingly.
The Copyleft Imperative
All derivative works of open DFTs must themselves remain open, ensuring that no collective progress would be privatized.
The Right to Transparency
Citizens may demand transparency reports on any DFT system used in public decision-making.
The Right to Jailbreak
Subject proprietary, non-compliant DFTs to compulsory Red Team audits; failure to comply triggers sanctioned public disclosure mechanisms.
